When a woman has an idea, a growing business or an investment opportunity, access to finance can be decisive in turning that opportunity into growth. However, for many women entrepreneurs in Kosovo, obtaining financing may be hindered by various factors, including a lack of assets registered in their name that can serve as collateral, a limited credit history, or insufficient experience in business management. These challenges can make it difficult to secure the necessary financing, leaving opportunities for development unrealized.To address this barrier, the KCGF has established the Women in Business Window, a guarantee scheme dedicated to enterprises owned, co-owned, or managed by women.Through this Window, KCGF shares a portion of the credit risk with Registered Financial Institutions (RFIs), increasing their capacity to finance women-led businesses.The Window is supported by the Government of the Republic of Kosovo through capital financed by a World Bank loan, and by Sida, through a counter-guarantee, strengthening KCGF’s capacity to support financing for women’s businesses.But support goes beyond financing. Through capacity-building activities, financial education, mentoring, networking and professional development, KCGF aims to equip women entrepreneurs with knowledge that can help them manage and grow their businesses more sustainably.When a woman can finance an idea, invest in her business and take it a step further, the benefits extend beyond the business itself, contributing to more jobs, greater economic activity and a more inclusive economy.

WHO CAN BENEFIT?

The Women in Business Window is intended for privately owned MSMEs in which women are owners, co-owners or hold executive management positions.

HOW THE GUARANTEE SCHEME WORKS

KCGF has no direct contact with borrowers.
Communication with the borrower takes place through the Registered Financial Institution.

Process overview

The prospective borrower (MSME) applies for a loan at a financial institution registered with KCGF.

The Registered Financial Institution (RFI) conducts its standard credit assessment, applying its own approval criteria.

Decisions by the financial institution

Determines whether the applicant qualifies for a KCGF guarantee.
Approves the loan to the MSME.
Registers the eligible loan with KCGF

The process in four steps

Loan application: The MSME applies for a loan at a Registered Financial Institution (RFI) registered with the Fund.

Assessment and approval: The RFI assesses the risk, verifies eligibility and decides whether to approve the loan.

Registration with KCGF: Following approval, the RFI registers the loan that meets the guarantee scheme's requirements with KCGF.

Guarantee coverage: KCGF guarantees the eligible loan in accordance with the terms of the guarantee scheme.

HOW IT WORKS

Responsibilities and monitoring

KCGF operates on the premise that the RFI will conduct an appropriate credit risk assessment and verify the eligibility of the borrower and the loan.To monitor and oversee the performance of each participating RFI, KCGF has developed two monitoring mechanisms:

Ex-ante monitoring before guarantee coverage
KCGF assesses whether the financial institution meets the registration criteria and determines exposure limits and risk-sharing arrangements.
02
Ex-post monitoring after guarantee coverage
KCGF monitors the performance of the RFI and its guaranteed portfolio. The RFI continues to recover defaulted loans and shares recovered funds with KCGF.
