10 Years of Guarantee for Development:
The Journey of the Kosovo Credit Guarantee Fund
A Decade of KCGF – A Story of Success, Partnership, and Development
The Kosovo Credit Guarantee Fund (KCGF) marks its 10th anniversary, celebrating a decade of measurable impact in improving access to finance and supporting the growth and sustainability of micro, small, and medium-sized enterprises (MSMEs) in Kosovo.
Since its establishment, KCGF has played a transformative role in the country’s financial sector by reducing credit risk for partner financial institutions and enabling access to finance for businesses that would otherwise face barriers in obtaining credit. Through its guarantee schemes, KCGF has supported thousands of businesses to invest, expand their operations, and create new jobs—directly contributing to private sector development and economic growth in the country.
Over this decade, KCGF has developed into a well-capitalized and trusted institution, built on strong partnerships and consistent performance. Continuous support from international donors and the Government of Kosovo, combined with sound governance, prudent risk management, and close cooperation with partner financial institutions, has strengthened the Fund’s financial position and market credibility.
This trust, built over time, has enabled the expansion of activities, the development of innovative guarantee products, and the response to the evolving needs of the private sector in Kosovo.
The success of KCGF is reflected not only in the growth of lending volumes but also in its broader impact on advancing financial inclusion, strengthening market confidence, and building a more sustainable and inclusive financial ecosystem.
International Conference: Reflecting on Impact and Looking Ahead
As part of this anniversary, KCGF will organize an International Conference on 23 April 2026 in Pristina, bringing together high-level policymakers, financial sector representatives, international experts, and development partners.
The conference will open with keynote remarks from key institutions, including KCGF, the Government of Kosovo, the Central Bank of Kosovo, and international partner organizations.
One of the key highlights of the conference will be the presentation of a comprehensive study on the economic and financial impact of KCGF’s guarantee schemes over the past decade, providing evidence-based findings and lessons learned from experience.
The program will also feature keynote speeches and presentations from international institutions, showcasing practical experiences from development finance institutions and guarantee schemes such as Finnvera from Finland and the Korea Credit Guarantee Fund.
Key Themes and Panel Discussions
The conference agenda is structured around several high-level discussions addressing key challenges and opportunities in access to finance:
- The remaining market gap and the role of development finance in addressing structural barriers to economic growth
- From market gaps to practical solutions: strengthening the financial ecosystem for sustainable growth
- Credit scoring systems in practice: can data and technology transform access to finance in Kosovo?
- Regional cooperation among guarantee schemes: opportunities and the way forward
Through these discussions, the conference will serve as a platform for international knowledge exchange, dialogue among key stakeholders, and the identification of innovative solutions to further strengthen access to finance in Kosovo and the region.
As it enters its second decade of operation, KCGF remains committed to expanding its impact, deepening partnerships, and further strengthening its role as a trusted and forward-looking institution supporting MSMEs and sustainable economic development in Kosovo.
